A roof decision now, a solar opportunity later: the new funding window for schools

The new condition-funding round gives roof planning a timetable. Leaders can prepare future solar alongside essential works while keeping the funding case, technical assessment and PPA permissions clear.

The practical takeaway

  • Finance: confirm the funding route and separate condition costs from solar finance.
  • Estates: create a roof-by-roof evidence and works sequence, with survey limitations recorded.
  • Governors: authorise a defined assessment and check the property and PPA approval route.
  • Eligible CIF applicants: plan for portal registration by midday 30 November and submission by midday 15 December.

The roof has become a decision with a deadline

A school considering solar this autumn may have a more immediate investment decision beneath the panels. The Condition Improvement Fund round for 2027/28 opened on 21 October, with applications due at midday on 15 December. New applicants must register for portal access by midday on 30 November. Those dates create a preparation timetable for eligible institutions, rather than a promise that a particular project will receive funding. [cifround] [cifguide]

Our 19 October solar briefing recommended aligning generation with the estate plan. The new round gives that recommendation a concrete next step: establish whether the candidate roof belongs in a condition project before progressing a long solar agreement. A survey, a funding application and a PPA appraisal answer different questions. The leadership task is to make their evidence and timetables work together.

The benefit for pupils is straightforward. A well-planned decision can support reliable teaching accommodation while preserving an opportunity to reduce future imported electricity. Achieving that outcome requires a credible building plan and an appraisal that survives scrutiny. Neither the existence of a grant round nor interest from a solar developer establishes the result.

Establish the responsible body and funding route

DfE updated its capital-funding guidance on 22 October with eligibility information for 2027/28. Schools may sit within a responsible body receiving School Condition Allocations or be eligible for CIF, depending on the applicable criteria. Leaders should obtain confirmation of their own route before commissioning an application. [capitalreview]

For a maintained school, start with the local authority or relevant responsible body. For a trust, establish who controls estate priorities and who holds the authority to procure advice. Voluntary aided and other arrangements need their own property and governance checks. The school using a building may not be the party able to grant rights over its roof.

Create one short route record naming the institution, responsible body, property interests, funding route and accountable officer. Attach the evidence supporting each conclusion and assign unresolved questions. This prevents a conversation about an attractive roof being mistaken for authority to develop it. It also helps professional advisers understand which approvals they must investigate.

Commission evidence that explains the roof decision

The current CIF guide prioritises condition need. It expects project-specific evidence and a costed options appraisal; efficiency work without high condition need has lower priority. Solar is mentioned in the wider sustainability statement, including interventions separate from the application. That is not a general entitlement to funding for panels. [cifguide]

Begin with a roof schedule linked to a clear site plan. Record the block, covering, known defects, previous repairs, survey date and planned works. Label inaccessible areas and uncertain remaining life. A desktop footprint may help identify a candidate surface, but it cannot establish structural capacity, concealed condition or the suitability of fixings.

Ask the competent professional what further investigation is proportionate. The question is whether the evidence supports repair, renewal or further assessment, and how future PV would affect that choice. Include safe access, drainage and maintenance responsibilities in the brief. A useful report explains the consequences of uncertainty so leaders can commission the next step deliberately.

Compare the sequence as well as the specification

A roof needing renewal can create a sensible opportunity to investigate coordinated work. It can also create a conflict if the solar agreement assumes a surface will remain undisturbed for much longer than the building evidence supports. Request options that show the sequence, dependencies and responsibilities explicitly.

Compare repair followed by later reassessment, roof renewal designed to accommodate a future installation, and coordinated delivery where technically and commercially justified. Identify who pays for access, investigations, strengthening and any future removal and reinstatement. Avoid treating shared scaffolding or a single mobilisation as a saving until the scopes and costs actually demonstrate it.

Ask who warrants the roof and how proposed fixings affect that warranty. Establish how the school would manage a leak, an urgent roof repair or a contractor failure after installation. Record the route for diagnosing responsibility rather than assuming one party will accept it. The practical outcome is a building and energy plan that remains workable when an ordinary maintenance problem occurs.

Keep the money and permissions traceable

Condition funding and a privately financed PPA create different obligations. Maintain separate cost lines for essential building work, solar equipment, professional advice and responsibilities retained by the school. Any shared element needs a documented allocation. Finance should be able to reconcile the whole project without counting the same cost or benefit twice.

The CIF guide makes clear that a grant approval does not imply approval for a land transaction. The separate DfE PPA guidance still describes template testing and paused new approvals pending publication. Our 27 October review did not verify final approved templates or a resumption announcement. Preparatory work can therefore progress while the authority to enter the agreement remains a separate decision. [cifguide] [pilotcurrent]

For PFI or leased premises, identify the contract and property decision route early. Ask the responsible body which parties must be involved and what evidence they require before commissioning detailed design. Do not assume that an available roof, a school budget holder and a proposed finance package together establish permission to proceed.

Rebuild the energy case around the finished estate

The demand profile used for solar appraisal should reflect the buildings expected to operate after the works. A renewed block, changed heating system, LED programme or altered lettings timetable can change consumption. Keep a record of these assumptions alongside the historical meter data and distinguish committed works from possible future projects.

Request half-hourly consumption with meter identifiers, dates and coverage. Check which buildings each supply serves and how holidays or exceptional closures affect the record. Ask for a site-specific generation assessment and an explanation of onsite use, exports and any purchase obligations. Annual consumption alone cannot establish how much solar electricity the school would use when it is produced.

Use the programme's electricity desk for dated market context and the decision guide for adverse scenarios. Actual school quotations, observed wholesale prices and illustrative future paths should remain separately labelled. The objective is a defensible comparison of options over time, including costs the school retains and what happens if consumption or grid prices fall.

Give the next meeting a deliverable

Finance, estates and the accountable leader should agree a preparation plan with owners and internal review dates ahead of the relevant deadline. Link the existing CIF guidance to the solar readiness record so colleagues use the same roof references, assumptions and approved scope. Preserve the decision trail even if the funding application is unsuccessful.

The next board discussion should identify which sites can move into assessment, which require condition work first and which need further evidence. Record the reason for each classification and the next event that would change it. This makes progress visible without presenting every roof as an installation opportunity.

A good outcome from this stage is a clearer roof decision, an honest funding case and a better prepared solar appraisal. The eventual educational value will depend on delivery and measured performance. Leaders can improve the quality of that future outcome now by making the building, financial and authority questions understandable before a long commitment is made.

Questions to resolve

  • Which roof decision must be resolved before solar design can progress?
  • Who carries the cost and responsibility if the roof needs work during the proposed agreement?
