The operating chain

  • Detect a relevant live signal or change.
  • Deduplicate overlapping references into one canonical issue.
  • Strengthen or challenge the issue with verified evidence.
  • Identify the affected school or trust cohort without overstating precision.
  • Assess operational consequence and Connected-System effects.
  • Alert editors, who investigate, interpret and decide whether to publish.
  • Continue monitoring published coverage for material change, resolution or supersession.

The six-system model

Every approved item has one primary system and may touch several connected systems. The same canonical item is reused across relevant system pages rather than being duplicated into separate stories.

This lets leaders follow a development by the system it moves, and the systems it touches.

Evidence boundaries

A data point is interpreted according to what it can actually establish. Postcode broadband data can provide local context but does not prove a school’s exact circuit. A nearby grid asset does not prove which substation serves a site. Planning proximity is not catchment proof. Site-area deprivation is not pupil-level funding entitlement.

Where an approved briefing relies on evidence with a similar boundary, the limitation should remain visible alongside the finding.

Approval and public-safe data

The public website consumes only purpose-built, sanitised publication views. It does not query private Observatory schemas, internal candidate queues or commercial intelligence tables.

An empty public feed is respected. It means monitoring continues but no item is currently approved; it is not an invitation to substitute the highest-scoring private candidate.

Living editorials

Publication is not the end of the evidence cycle. Material cohort growth, geographic spread, stronger or weaker evidence, policy change, a new connected system, resolution or supersession can trigger editorial review.

Last-verified labels describe the evidence review point shown on an item. They should not be read as a guarantee that every underlying source changed on that date.
