School Connection / Flagship analysis
The bill has fallen. The energy decisions are getting harder.
Latest DfE returns show recorded energy expenditure per pupil fell in matched academy and maintained-school cohorts in 2024/25. They do not show that buildings used less energy. School Connection follows the missing handoffs from cost to meter, condition, funded action and verified result, and maps the decisions now converging in September 2026.
The answer in brief
A lower energy-cost signal does not close the energy-management problem.
The latest comparable school returns point down from the 2023/24 peak. The public record still cannot say whether a particular school bought energy more cheaply, used less, changed its operating pattern or corrected a data problem. The leadership task is to make every handoff from cost to verified outcome visible.
- Spend is not usage. Financial returns cannot establish kilowatt-hours, efficiency or cause.
- A recommendation is not a project. Condition, dependencies, cost, approval and a delivery route still have to meet.
- Installation is not a saving. Commissioning and post-project evidence decide whether the intended benefit arrived.
01 / The latest spend
Recorded energy expenditure per pupil fell by about one fifth in both matched England cohorts.
School Connection matched unique URNs with a full 12-month return in both 2023/24 and 2024/25. Within each sector, it summed the reported energy line and divided it by the summed pupil denominator. Maintained schools use CFR data and academies use AAR data; they remain separate analyses because the return and accounting bases differ.12

This is a matched-cohort cash-expenditure result, not a national total, a 2025/26 result or a measure of energy consumption. The academy and maintained-school levels should not be used as a sector league table. Central-service energy outside an academy-level return is not added to the academy calculation.
The market evidence moved in the same direction without resolving the cause. DESNZ reports that average UK non-domestic prices including the Climate Change Levy were 24.14 pence per kWh for electricity and 5.17 pence per kWh for gas in Q1 2026, down 6.2% and 6.7% respectively from Q1 2025. Those figures are provisional averages across non-domestic consumers, not school tariffs, and cannot explain the school-return movement on their own.3

The latest public CFR and AAR downloads support a full-year, like-for-like financial comparison. They do not report 2025/26 national school energy expenditure.
Q1 2026
Quarterly Energy Prices supplies the latest verified non-domestic price comparison used here. It is broader than education and is provisional.

Estate reporting, retrofit, solar, procurement and building-policy evidence are reviewed to today’s publication cut-off.
Certificate records add a fourth clock because issue date, measurement period, validity, building boundary and method vary. A joined energy story is credible only when every figure keeps its own period, geography and unit. Re-dating an older financial result to the policy cut-off would manufacture recency.

DfE’s energy-efficiency guidance starts with management, data and demand before major plant or generation decisions. The year changed the route from evidence to action more than it changed the evidence itself.

The 2024/25 maintained-school expenditure release established the latest full-year financial baseline.
It records what was spent. It cannot identify the energy used, tariff exposure or building cause.2

The Education Estates Strategy connected capital, common data and decarbonisation over a longer horizon.
The stated £38 billion covers education capital from 2025/26 to 2029/30. It is not an energy allocation and is not evidence that money has reached a particular school.6

Leadership expectations moved closer to operating practice.
DfE’s sustainability-lead and climate-action-plan material remains non-statutory guidance. The useful test is whether a plan changes ownership, priorities and verification, not whether a document merely exists.12
05 / What is happening now
September turns energy evidence into a live estate-governance test.
England’s first School Estate Management Standards annual return opens for eligible responsible bodies in the third week of September and closes in late November. Individual schools do not submit it. DfE describes a light-touch, multiple-choice return with no supporting-document upload, no funding consequence and no penalty or criticism for answers that show work remains.45
A responsible body may be able to answer the form without proving that bills, meters, certificates, condition evidence, plans and completed work reconcile across every site. The practical value is the owned improvement log produced behind the answer. Read the full 28-question evidence map.
First estate return
Prepare the source record, owner, property scope, last check and next action behind every proposed answer before the window opens.
Retrofit fund registration
Window 3 registration runs to 18 September 2026 for eligible public buildings, including schools. Eligibility is not selection, and the route is not national.21
PPA pilot procurement
DfE expects procurement in autumn 2026. At the evidence cut-off, template testing and the approvals pause still matter; the wider 2027/28 route is an ambition, not an entitlement.10

A missing public link means “not publicly observable”. It does not mean a school failed to act. School Connection will not turn incomplete joins into named-school waste claims, efficiency rankings or supplier opportunity signals.
07 / Routes to action
Funding has not disappeared. Access has fragmented.
Condition-led selection
Phase one covers Yorkshire and the Humber, the East Midlands and the South East in 2026/27. DfE selects settings; there is no bid window. The £710 million programme runs to 2029/30.68
Funded installations and additions
Government reported 245 settings with funded panels and a further 100 backed by up to £40 million. An installation count is not verified annual saving.9
Private finance and a long contract
The provider funds, installs and maintains panels; the setting buys generated electricity at an agreed rate. Roof condition, value for money, approvals and exit terms remain leadership questions.10
Delivery, not a general new round
Final PSDS projects remain in delivery. The official Low Carbon Skills Fund collection states that no funding was available in 2025/26. Neither should be presented as a live national application route.1314
The result is a portfolio problem. A school may need to align condition funding, planned maintenance, a selected national programme, place-based support or a long-term energy contract. Certificates can support a diagnosis when the building boundary, period and method align. They do not, on their own, prove what should be procured or whether a proposed project will perform.

Method note: The matched calculation keeps only unique URNs with 12-month returns in both years, a positive pupil denominator and a reported energy value. It aggregates energy expenditure and pupils within each cohort before calculating the per-pupil rate. CFR and AAR results remain separate.
