Before the first national estates return: where is the evidence hardest to hold together?
The first return is deliberately light-touch. The hard work sits behind the tick boxes: knowing which dated record supports each answer, at which site, and what happens next when evidence is incomplete.
The answer in brief
Where is the estate evidence hardest to join?
At the seams: between a strategy and its funded actions; a national condition snapshot and current local surveys; a defect and its live control; a building label and the asset it refers to; or a continuity plan and the utilities, digital systems and relocation arrangements on which it depends. The return exposes those joins without itself collecting the evidence.1245
DfE says the return is multiple-choice, requires no supporting-document upload and will not affect funding. That makes it a self-assessment baseline, not an audit. A senior estate manager still needs a defensible source behind every answer, especially where one responsible body covers many sites, ownership arrangements or record systems.1
- A 'yes' is only useful when its owner, scope, date and supporting action can be found.

01 / Return scope
The form is small; its organisational scope is not.
The return contains six sections: strategic estate management, six questions; planning and organising estate resources, 11; understanding and managing land and buildings, seven; maintaining the estate, two; sustainability, one; and digital technology, one. It is expected to take an hour and must be submitted by someone in a senior estate-management role.12
Eligible responsible bodies – not individual schools – submit. For 2026/27, DfE says submissions open in the third week of September and close in late November. Organisations are expected to work towards Level 3, while Level 4 is not assessed by this return.12
02 / Strategy evidence
Strategy is hardest to connect to money and risk.
The questions ask whether an organisation has an estate vision, a three-to-five-year strategy, annual review, asset-management plan and climate plan. They also test board oversight, expertise, a named lead, realistic budgets, risk-informed assumptions, contractor checks and procurement practice.2
The standards expect plans to align with educational priorities and, where relevant, landowners. The difficult evidence is often not whether a document exists, but which version was approved, which sites it covers, how priorities reached the budget, and whether completed and deferred actions remain traceable.3
03 / Condition and compliance
Condition is not the same as compliance.
The return separately asks about CDC data, locally commissioned condition surveys, survey coverage within five years, asset and tenure records, asbestos information, layouts, sufficiency, energy, running costs and statutory compliance. Those are connected records, but they are not interchangeable.23
DfE states that CDC2 is non-invasive and non-structural, does not report hazardous materials, omits building use and capacity, and does not assess critical alarm functionality. It can highlight visible issues, but is unsuitable on its own for local asset management. Current local surveys, inspections, certificates, controls and action logs remain essential.4
04 / Continuity and data
Continuity crosses buildings, climate and digital systems.
The questions cover estate emergencies, fire or flood, climate impacts, loss of critical utilities, pupil relocation and cyber incidents. They also ask about climate preparation and whether estate decisions include servers, switching, cabling, Wi-Fi, broadband, CCTV, access control and telecoms.23
DfE's new property data model organises evidence at site, block or facility, floor or room, and asset or element level. It can connect funding, condition, compliance and asset records, but common geospatial identifiers and the detailed collection schema are still being developed. Existing labels may therefore remain difficult to reconcile.5
05 / Governance control
Treat submission as a governance control.
Build a 28-row evidence map before answering. For each question, record the proposed answer, accountable owner, supporting record and version, property scope, last check, linked risk or action, and next review. A board sample should trace selected answers back to site-level evidence.25
'No' and 'I'm not sure' are legitimate answers where evidence is incomplete. DfE states there is no penalty or criticism for not meeting the standards and may offer peer, training or other non-financial support. The useful output is a prioritised action log with owners and dates.1

Exact Observatory test: create one row for each of the 28 questions. An affirmative answer passes the School Connection evidence-chain test only when all seven fields exist: (1) question identifier and proposed answer; (2) accountable owner; (3) named evidence record, URI and version; (4) property-model scope at site, block, floor or room, or asset level; (5) last verified date; (6) linked risk, action or budget decision; and (7) next review or approval date.25
For condition questions, CDC2 alone fails the test: require a local condition survey no older than five years plus a current action log. For continuity questions, require the approved plan and the latest review, exercise or incident-learning record. A 'no' or 'not sure' passes the honesty test only when it has an action owner and target date. This test is stricter than the DfE submission rule, and its results remain internal.124
Public-safe boundary: never publish named responsible-body or school answers without an official public release. Missing public documentation means 'not observable', not 'non-compliant'. Never rank organisations for compliance, condition, closure risk or return readiness, and never expose floorplans, asset vulnerabilities, cyber controls, asbestos locations or relocation arrangements. Public reporting is limited to national guidance status and anonymised aggregates involving at least ten organisations.
Only human-approved, public-safe intelligence can appear here. Private candidates, commercial signals, contacts, opportunity values and internal scores are never exposed through School Connection.
Evidence boundary
What this analysis does not prove.
- No first-return results existed by 9 September 2026, so sector patterns cannot yet be claimed.
- The return is self-reported and requires no evidence upload, so external observers cannot verify individual answers.
- CDC2 surveys occurred over 2021 to 2026 and have explicit scope limits; the property model remains guidance while its schema and identifiers are developed.

The DfE's new gigabit programme is an opportunity to close a stubborn infrastructure gap and strengthen the digital foundations schools increasingly depend on. Our analysis shows where the opportunity is greatest, what changes operationally when connectivity improves, and what school and trust leaders should be thinking about now.
A stronger connection is valuable because it changes what a school can reliably depend on. The opportunity is not simply faster internet. It is the chance to strengthen the whole chain that sits behind teaching, administration, safeguarding and day-to-day operations. 1. SERVICE AND CONTRACT POSITION The DfE-funded connection and the broadband service are separate decisions. Schools contacted through the programme will still need to understand what service sits on the new connection, how that fits with the current contract, what notice or renewal dates apply and whether support arrangements remain appropriate. The positive opportunity is to avoid carrying an old commercial arrangement into a new infrastructure environment simply because it is familiar. Leaders should know what they are paying for, what level of service is actually being delivered, what happens when performance drops and whether the contract gives enough flexibility for future change. 2. INTERNAL NETWORK READINESS A better external connection can expose weaknesses inside the school that were previously hidden by limited bandwidth. Cabling, switches, routers, wireless access points and network configuration determine what staff and pupils actually experience. This is an opportunity to identify the genuine bottleneck rather than assume everything needs replacing. In many schools, targeted improvements to Wi-Fi coverage, switching capacity or network management may unlock much more value from the connection than a wholesale infrastructure refresh. 3. RESILIENCE AND CONTINUITY Connectivity now supports essential school operations. Cloud systems, MIS access, telephony, communications, remote support and safeguarding tools can all depend on it. That makes continuity part of the operational conversation. A good outcome is not simply one fast connection. It is a school that can continue operating when the primary service fails. Leaders should understand whether backup is genuinely independent, whether failover is automatic, whether core network equipment has appropriate power resilience and whether the recovery plan has actually been tested. 4. SAFEGUARDING AND CYBER Any significant connectivity change is also a useful point to review filtering, firewalling, monitoring, remote access and support responsibilities. The aim is not to make the transition feel risky. It is to use planned change as a positive opportunity to strengthen controls at the same time as capability improves. A stronger network should support stronger governance. Schools should know who owns the security configuration, how changes are tested, what happens during cutover and how safeguarding controls are verified afterwards. 5. TEACHING, ADMINISTRATION AND USER EXPERIENCE The practical test of the programme is what improves for people. Staff should spend less time working around unreliable systems. Pupils should experience more consistent access to digital resources. Remote support should become easier. Cloud applications should perform more predictably. Telephony and communications can become more dependable. This is where the value becomes visible. A connectivity project should ultimately be judged by the improvement it creates in the operation of the school, not by the specification on the circuit alone. 6. TRUST-WIDE OPERATIONAL CONSISTENCY For trusts and responsible bodies, several different school starting points can become one strategic opportunity. One school may enter the DfE programme, another may already have strong fibre, another may be approaching renewal and another may have internal network limitations. The opportunity is to define a common minimum outcome across the group: suitable capacity, resilience, filtering and firewall standards, clear support ownership, visibility of contract dates and a consistent route for escalation. The solution does not need to be identical at every site, but the standard should be clear. KEY OPERATIONAL MESSAGE The connection is the foundation. The lasting value comes from what the school builds around it: the right service, a capable internal network, tested resilience, strong safeguarding and cyber controls, and a digital environment that works reliably for staff and pupils.
