Planned is not live: the four connectivity states every school and trust should separate

DfE says it will start contacting qualifying schools from September while BDUK refreshes the national map of current and planned gigabit coverage. Neither event proves that a usable service has reached a school. Leaders need a four-state record that keeps planned, serviceable, ordered and live connectivity apart.

The useful milestone is not an announcement. It is verified operational service.

On 1 September, DfE said it would start contacting schools that meet the requirements of its government-funded gigabit programme. The guidance says a supplier will provide a gigabit-capable connection where a school qualifies, but the school remains responsible for selecting, buying and paying for its own broadband service. Contact therefore opens a delivery and procurement process; it is not evidence that bandwidth is available to users.1

BDUK's September review, published the same day, collects premises-level evidence about infrastructure that exists or is planned over the next three years. BDUK defines Ready for Service as a service that can be ordered and provisioned within normal industry timescales, subject to its published qualification. Even that is not the same as a school having placed an order, completed installation or tested the connection in operation.23

  • Record contact, eligibility, build and service milestones separately; do not collapse them into ‘connected’.
  • Treat BDUK planned coverage and Ready for Service as infrastructure evidence, not proof of a school contract or live circuit.
  • Pair every connection plan with procurement, internal-network, safeguarding and failover evidence.

A DfE approach identifies a possible route to infrastructure; it does not complete the route to service.

The programme is intended for English schools where no commercial or other government-funded option is available or planned. DfE expressly notes that fibre may exist locally without reaching the school's premises. From September it will begin contacting schools that meet its requirements; the public guidance does not give a school-by-school schedule or say that every contacted site has already passed survey, wayleave, construction and commissioning stages.1

The £325 million programme budget for 2026 to 2030 funds connection infrastructure. It does not remove the school's responsibility for the internet-service contract. Trusts should therefore keep the government-funded build decision separate from recurring service cost, contract end dates, filtering, firewall, backup and support arrangements.14

One status field hides four different kinds of evidence.

BDUK's formal data model separates future technology from current Ready for Service coverage and requires a planned RFS date for future coverage. School Connection extends that distinction into a leadership control model by adding the two stages only the customer and provider can evidence: ordered and live.3

  • Planned: a supplier or programme records future coverage and a planned Ready for Service date. Record the source, date, delivery stage and dependencies; a plan can change.
  • Serviceable: the premises is Ready for Service under BDUK's definition, so an eligible product can be ordered and provisioned within industry-standard timescales. Confirm the exact school UPRN and product rather than relying on postcode coverage.
  • Ordered: the school or trust has an accepted order, product, price, target installation date and ownership for surveys, wayleaves and internal work. This is a School Connection operating state, not an OMR classification.
  • Live: the circuit has been commissioned and is in operational use, with contracted performance, filtering, firewall, routing, backup and support tested. This is also a school-side state, not an OMR classification.

The September market review decides where intervention may be justified, not when a school will go live.

The open review asks suppliers for current and planned premises coverage and supporting evidence. BDUK assesses planned investment against technology, deliverability and commercial or financial viability, then uses validated market information to inform subsidy eligibility and intervention areas. Responses close on 1 October 2026. The process can alter a public-sector view of where support is needed, but it is not an installation appointment or an award to a school.23

Residents, businesses and other stakeholders can submit factual concerns using a UPRN or postcode and the nature of the issue. A responsible body that finds a material mismatch should preserve the checker result, supplier response and premises identifier before deciding whether to use that route. National context must stay separate: Ofcom reported gigabit availability to 89% of UK homes and full fibre to 82% as of January 2026, but those residential measures do not prove a school's premises is serviceable.35

Use the new contact period to build the decision file before procurement and construction choices harden.

DfE's broadband core standard says schools and colleges should work towards full fibre by 2030, with stated minimum speed expectations and backup connectivity. It also identifies internal cabling, switches, routers and wireless access points as dependencies. A new external circuit can therefore arrive without resolving congestion, weak coverage, single points of failure or safeguarding configuration inside the site.4

  • Match the school, site address and UPRN across DfE contact, supplier records and the trust estate register.
  • Record the current contract, expiry and break rights before accepting a migration timetable.
  • Ask for the exact product, committed speeds, installation scope, service levels, excess charges and wayleave dependencies.
  • Map internal cabling, switching, wireless, firewall, filtering, power and backup changes required for the new circuit.
  • Do not mark the site live until commissioning evidence, user-path testing, automatic failover and incident ownership are recorded.

School Connection can connect dated public coverage, programme and standards evidence to a school's published identity and geography, then show which status remains unverified. A postcode or nearby network is context only; the school UPRN, supplier evidence and operational record remain decisive.134

The platform should preserve state transitions rather than overwrite them: planned date, RFS confirmation, order acceptance and live commissioning each need a source and timestamp. It will not infer a contract, performance level or commercial opportunity from public coverage alone.

Gigabit is coming to more schools. The connection is only the beginning.

The DfE's new gigabit programme is an opportunity to close a stubborn infrastructure gap and strengthen the digital foundations schools increasingly depend on. Our analysis shows where the opportunity is greatest, what changes operationally when connectivity improves, and what school and trust leaders should be thinking about now.

Why it matters

A stronger connection is valuable because it changes what a school can reliably depend on. The opportunity is not simply faster internet. It is the chance to strengthen the whole chain that sits behind teaching, administration, safeguarding and day-to-day operations. 1. SERVICE AND CONTRACT POSITION The DfE-funded connection and the broadband service are separate decisions. Schools contacted through the programme will still need to understand what service sits on the new connection, how that fits with the current contract, what notice or renewal dates apply and whether support arrangements remain appropriate. The positive opportunity is to avoid carrying an old commercial arrangement into a new infrastructure environment simply because it is familiar. Leaders should know what they are paying for, what level of service is actually being delivered, what happens when performance drops and whether the contract gives enough flexibility for future change. 2. INTERNAL NETWORK READINESS A better external connection can expose weaknesses inside the school that were previously hidden by limited bandwidth. Cabling, switches, routers, wireless access points and network configuration determine what staff and pupils actually experience. This is an opportunity to identify the genuine bottleneck rather than assume everything needs replacing. In many schools, targeted improvements to Wi-Fi coverage, switching capacity or network management may unlock much more value from the connection than a wholesale infrastructure refresh. 3. RESILIENCE AND CONTINUITY Connectivity now supports essential school operations. Cloud systems, MIS access, telephony, communications, remote support and safeguarding tools can all depend on it. That makes continuity part of the operational conversation. A good outcome is not simply one fast connection. It is a school that can continue operating when the primary service fails. Leaders should understand whether backup is genuinely independent, whether failover is automatic, whether core network equipment has appropriate power resilience and whether the recovery plan has actually been tested. 4. SAFEGUARDING AND CYBER Any significant connectivity change is also a useful point to review filtering, firewalling, monitoring, remote access and support responsibilities. The aim is not to make the transition feel risky. It is to use planned change as a positive opportunity to strengthen controls at the same time as capability improves. A stronger network should support stronger governance. Schools should know who owns the security configuration, how changes are tested, what happens during cutover and how safeguarding controls are verified afterwards. 5. TEACHING, ADMINISTRATION AND USER EXPERIENCE The practical test of the programme is what improves for people. Staff should spend less time working around unreliable systems. Pupils should experience more consistent access to digital resources. Remote support should become easier. Cloud applications should perform more predictably. Telephony and communications can become more dependable. This is where the value becomes visible. A connectivity project should ultimately be judged by the improvement it creates in the operation of the school, not by the specification on the circuit alone. 6. TRUST-WIDE OPERATIONAL CONSISTENCY For trusts and responsible bodies, several different school starting points can become one strategic opportunity. One school may enter the DfE programme, another may already have strong fibre, another may be approaching renewal and another may have internal network limitations. The opportunity is to define a common minimum outcome across the group: suitable capacity, resilience, filtering and firewall standards, clear support ownership, visibility of contract dates and a consistent route for escalation. The solution does not need to be identical at every site, but the standard should be clear. KEY OPERATIONAL MESSAGE The connection is the foundation. The lasting value comes from what the school builds around it: the right service, a capable internal network, tested resilience, strong safeguarding and cyber controls, and a digital environment that works reliably for staff and pupils.
