Climate resilience is now a continuity problem

Heat, drought and flood information does not decide whether a school is safe to operate. It should trigger a local chain connecting site conditions, vulnerable people, essential services, authority and recovery.

National warnings should trigger local evidence, authority and continuity decisions.

DfE expected schools to remain open where safe, using local adaptations and monitoring UKHSA and Met Office guidance. The decision depends on local conditions, the building and the needs of pupils and staff.12

Summer 2026 showed compound operating pressure, including sustained heat, rapid drought escalation and later localised flood alerts. None of those sources proves disruption at an individual school. Together they strengthen the case for a tested local continuity chain.345

  • Translate national alerts into site, service and vulnerability evidence.
  • Separate immediate adaptations from surveyed and funded capital decisions.
  • Record authority, thresholds, communication, continuity and learning after every material event.

An alert is context. The school still has to decide what its site can safely sustain.

The same temperature can create different risk in shaded and exposed rooms, for different age groups and for people with particular health needs. Water restrictions may not interrupt supply. A flood alert may be distant from a school. The operating decision begins with local evidence, not the national label.12

Leaders need named authority and an agreed route for adapting, restricting, relocating or closing activity. The route should also determine when and how remote education, family communication and recovery are activated.

The operating context changed quickly enough to test static seasonal plans.

The Environment Agency recorded over half of England moving into drought on 29 July after exceptionally dry conditions. By late August, drought remained active while localised flood alerts were also present. Reference periods and later page-update dates must remain distinct.34

The significance for schools is not a national damage claim. It is the possibility of concurrent or rapidly changing hazards affecting water, rooms, transport, staffing, digital continuity and vulnerable groups through different local pathways.

Test people, place, services and decision authority together.

The people test identifies pupils and staff whose health, disability, medication, transport or home circumstances change the response. The place test uses actual room and site conditions. The service test covers water, power, cooling, catering, sanitation, access and connectivity. The authority test states who decides, on what evidence and how the decision is recorded.

A plan that covers only the hazard but not these dependencies can look complete while leaving the hardest operating question unanswered.

Move from signal to translation, decision, continuity and learning.

Each site should identify the official or local signal, translate it against site evidence, make a recorded decision, protect essential education and welfare, then capture what changed. Immediate operational adjustments and longer-term capital work should remain separate.6

Shading, room moves and timetable changes may be available immediately. Drainage, ventilation or fabric work may require survey, design, consent and funding. Repeated workarounds should not conceal a structural problem from the board.

What the national Observatory can add, and where it must stop.

The Observatory can connect approved environmental, estate and operational signals around systems and cohorts. It cannot infer a site's condition, service interruption or closure decision from a postcode-level or regional alert.

Public reporting must preserve the geography, reference period, update date and source limitation of each environmental signal.
