A development becomes material through a chain of evidence.
The chain moves from proposal and consent to conditions, phasing, starts, completions, occupied homes, pupil yield and cohort movement. At each stage, confidence and timing change.
Local-authority forecasts remain the correct public planning reference. DfE notes they are generally accurate to around plus or minus one per cent one year ahead at national level, with accuracy reducing further into the future.1
