The 2026 return opens in September, but the useful work happens before the portal does. Leaders need a governed estate file that connects condition, compliance, capacity, energy and continuity, not a late exercise in finding documents.
The answer in brief
The return should report the control environment, not create it.
DfE says the annual return takes about an hour and does not require supporting documents to be uploaded. That makes the quality of the underlying evidence more important, not less: the declaration must rest on current ownership, records and review.2
A credible file connects statutory compliance, condition, suitability, accessibility, capacity, energy and business continuity to owned actions and funding decisions.

01 / Return versus system
A portal answer is only as strong as the evidence behind it.
The annual return asks organisations to assess maturity against the estate management standards. DfE expects organisations to work towards Level 3, while stating there is no penalty merely for reporting a lower current level.2
That should encourage honest assurance. An accurately owned gap is safer than an unsupported declaration of maturity.
02 / The estate file
Bring risk, evidence, consequence and action into one view.
A useful file shows asset, inspection or survey date, risk, affected spaces and people, statutory status, interim control, accountable owner, funding route, next action and review date.
It should also show dependencies. A heating failure is a workforce and continuity issue; inaccessible space is an inclusion issue; unsupported building controls can be a cyber and energy issue.

The capital strategy sets direction; local evidence still decides priority.
The national estates strategy describes £38 billion of capital investment between 2025/26 and 2029/30, common data standards and a longer renewal programme. It does not remove the need for local prioritisation or prove that a named defect has funding.1
