The empty classroom and the missing SEND place are happening at the same time

The national numbers point in opposite directions: 726,000 fewer state-funded pupils by 2031, yet rising SEND demand and special-school rolls. The opportunity is real, but only local, needs-led estate evidence can show whether spare capacity can become usable provision.

Can falling mainstream rolls solve the shortage of specialist places?

No – not by arithmetic alone. DfE projects the state-funded school population to fall from 7.809 million in 2026 to 7.082 million in 2031, a reduction of 726,000 or 9.3%. Yet unfilled places are distributed unevenly, and DfE explicitly says pressure in one planning area cannot necessarily be offset by spare places elsewhere.12

The same capacity release reported about 160,000 special-school places and around 170,000 pupils on roll, while local authorities forecast 310,000 compulsory-school-age pupils with EHC plans needing specialist provision by 2029/30. DfE warns that the capacity and forecast totals cannot be subtracted to calculate a future shortfall. The answer is therefore a local option appraisal, not a national conversion target.2

A national fall can still contain local growth.

The 2026 projection is materially lower than the previous model: its 2030 state-funded total is 286,000 below the 2025 model's projection. DfE limits the outlook to 2031 because migration and birth assumptions are unusually uncertain; primary numbers are projected to fall 10.7%, with secondary numbers also declining.1

Local forecasts incorporate housing, migration and planning-area knowledge that the national model cannot. DfE still estimates that 26,000 additional primary and 21,000 secondary places will be needed in particular areas, despite national decline. Its place-need estimates deliberately do not net off spare places elsewhere.2

SEND pressure is measured against a different denominator.

In January 2026, 538,547 pupils in English schools had an EHC plan – 6.0% of pupils and 11.6% more than in 2025. Separately, the population in state-funded and non-maintained special schools rose 4.8% to 178,000 while mainstream totals fell. These measures describe related but non-identical populations.34

Specialist capacity also depends on type of need. DfE says reported capacity may not reflect current roll for that reason, and no corresponding pupil-on-roll count is published for SEN units and resourced provision. Forecasts include provision types for which comparable capacity is unavailable and exclude cross-border movement.2

A room becomes a place only after a suitability test.

The Education Estates Strategy calls for an estate that is safe, suitable, sustainable and sufficiently sized. Its inclusion ambition is backed by at least £3.7 billion of high-needs capital between 2025-26 and 2029-30, alongside a planned 60,000 specialist places and an autumn 2026 framework for decisions about spare mainstream space.5

For any candidate block, leaders need evidence on access, circulation, sensory and acoustic conditions, personal-care space, ventilation, safeguarding, evacuation and outdoor use. They also need current condition, statutory-compliance, asbestos, tenure and consent records. DfE's estate standards place these evidence families alongside sufficiency, running-cost and energy data.56

The operating model must survive the capital project.

A converted space needs an identified cohort, a commissioning route, appropriate staff, leadership capacity and sustainable recurrent funding. Travel patterns and cross-border placements also matter. SCAP's warnings explain why a capital scheme cannot be justified by capacity and forecast totals alone.25

Opening, separating or repurposing a wing can change heating zones, electricity demand, security, maintenance and emergency arrangements. The estate standards expect energy and running-cost information, while the national strategy connects inclusion with climate resilience and long-term renewal. Those costs belong in the same decision file as place numbers.56

Make the next decision evidence-led and reversible.

Before closure, disposal or permanent conversion, responsible bodies should model several local demand scenarios and preserve flexibility. Options may include an inclusion base, nursery or community use, temporary consolidation, shared services, managed mothballing or continued educational use. The forthcoming DfE framework is intended to balance opportunity with long-term risk.5

The immediate task is to reconcile the latest roll and capacity records, validate local SEND forecasts by need and age, inspect shortlisted blocks, and cost both capital and operation. Each option should have an accountable owner, dependencies, decision gates and a stated route back if demand changes.125

Exact Observatory test: run quarterly at local-authority × phase, with a planning-area check. Flag an editorial investigation only when: (1) latest SCAP data show at least 30 unfilled mainstream places and 10% unfilled capacity in a planning area; (2) the authority's specialist-place forecast rises by at least 10% across the published horizon, or a current public sufficiency plan identifies a specific need-and-age shortage; (3) establishment and authority codes reconcile and both evidence snapshots are no more than 18 months old; and (4) a dated public local plan corroborates demand.12

This is a School Connection screening rule, not a DfE threshold. It tests co-occurrence and never subtracts specialist forecasts from reported capacity. Label every result 'investigation only'. Conversion remains unverified until the responsible body confirms condition, accessibility, tenure, safety, energy, workforce and recurrent funding.256

Public-safe boundary: use 'unfilled places' in factual copy because 'empty classroom' is editorial shorthand. Never name or rank schools as closure or conversion candidates, infer SEND suitability from spare capacity, or publish a closure, compliance or condition league table. Publish planning-area or authority aggregates only; suppress school identities and cells involving fewer than five settings.

The DfE's new gigabit programme is an opportunity to close a stubborn infrastructure gap and strengthen the digital foundations schools increasingly depend on. Our analysis shows where the opportunity is greatest, what changes operationally when connectivity improves, and what school and trust leaders should be thinking about now.

Why it matters

A stronger connection is valuable because it changes what a school can reliably depend on. The opportunity is not simply faster internet. It is the chance to strengthen the whole chain that sits behind teaching, administration, safeguarding and day-to-day operations. 1. SERVICE AND CONTRACT POSITION The DfE-funded connection and the broadband service are separate decisions. Schools contacted through the programme will still need to understand what service sits on the new connection, how that fits with the current contract, what notice or renewal dates apply and whether support arrangements remain appropriate. The positive opportunity is to avoid carrying an old commercial arrangement into a new infrastructure environment simply because it is familiar. Leaders should know what they are paying for, what level of service is actually being delivered, what happens when performance drops and whether the contract gives enough flexibility for future change. 2. INTERNAL NETWORK READINESS A better external connection can expose weaknesses inside the school that were previously hidden by limited bandwidth. Cabling, switches, routers, wireless access points and network configuration determine what staff and pupils actually experience. This is an opportunity to identify the genuine bottleneck rather than assume everything needs replacing. In many schools, targeted improvements to Wi-Fi coverage, switching capacity or network management may unlock much more value from the connection than a wholesale infrastructure refresh. 3. RESILIENCE AND CONTINUITY Connectivity now supports essential school operations. Cloud systems, MIS access, telephony, communications, remote support and safeguarding tools can all depend on it. That makes continuity part of the operational conversation. A good outcome is not simply one fast connection. It is a school that can continue operating when the primary service fails. Leaders should understand whether backup is genuinely independent, whether failover is automatic, whether core network equipment has appropriate power resilience and whether the recovery plan has actually been tested. 4. SAFEGUARDING AND CYBER Any significant connectivity change is also a useful point to review filtering, firewalling, monitoring, remote access and support responsibilities. The aim is not to make the transition feel risky. It is to use planned change as a positive opportunity to strengthen controls at the same time as capability improves. A stronger network should support stronger governance. Schools should know who owns the security configuration, how changes are tested, what happens during cutover and how safeguarding controls are verified afterwards. 5. TEACHING, ADMINISTRATION AND USER EXPERIENCE The practical test of the programme is what improves for people. Staff should spend less time working around unreliable systems. Pupils should experience more consistent access to digital resources. Remote support should become easier. Cloud applications should perform more predictably. Telephony and communications can become more dependable. This is where the value becomes visible. A connectivity project should ultimately be judged by the improvement it creates in the operation of the school, not by the specification on the circuit alone. 6. TRUST-WIDE OPERATIONAL CONSISTENCY For trusts and responsible bodies, several different school starting points can become one strategic opportunity. One school may enter the DfE programme, another may already have strong fibre, another may be approaching renewal and another may have internal network limitations. The opportunity is to define a common minimum outcome across the group: suitable capacity, resilience, filtering and firewall standards, clear support ownership, visibility of contract dates and a consistent route for escalation. The solution does not need to be identical at every site, but the standard should be clear. KEY OPERATIONAL MESSAGE The connection is the foundation. The lasting value comes from what the school builds around it: the right service, a capable internal network, tested resilience, strong safeguarding and cyber controls, and a digital environment that works reliably for staff and pupils.
