The broadband contract is now a resilience decision
A broadband renewal is not only a price and speed exercise. It sets the conditions for safeguarding, cloud access, teaching continuity, incident response and the trust's ability to recover when the primary connection fails.
The answer in brief
A reliable connection is a governed service, not a number on a speed test.
DfE's broadband standard links connectivity to capacity, full fibre, backup and the internal network. That makes renewal a resilience question: what must remain available, how will failure be detected, and what can the school still do while the primary service is unavailable?1
The contract is where the school turns that question into service levels, escalation, maintenance windows, responsibilities and a tested route to recovery. A cheaper headline offer can create a more expensive operational exposure if those details are absent.12
- Define the user and service outcomes before comparing packages.
- Separate primary capacity from backup behaviour and test both.
- Keep contract expiry, migration, incident and acceptance ownership visible to leadership.
01 / Outcome before package
The first question is what the school must be able to keep doing.
Teaching platforms, safeguarding controls, telephony, identity, cloud applications and administrative workflows may all depend on the same path. Map the minimum service for a normal day, a degraded day and an incident day before evaluating speed, contention or price.12
02 / Backup is behaviour
A second line is not resilient until the school knows what happens when it takes over.
Backup connectivity needs an owner, a switching method, a realistic capacity expectation and a test that includes filtering, firewall rules, identity and critical cloud services. Leaders should record which functions remain available, which are intentionally reduced and how staff are told to operate.12
- Trigger a controlled failover and record the time to detect, switch and recover.
- Check that safeguarding, filtering, monitoring, telephony and remote support behave as intended.
- Review the result after building work, contract change, major network change or a real outage.
03 / Contract as assurance
The contract should make failure legible before it becomes a leadership surprise.
Record committed service levels, fault classification, response and restoration targets, planned works, equipment responsibility, support hours, escalation routes, exit assistance and evidence supplied after an incident. Link each term to the person accountable for accepting or challenging it.3
