Before November: turn the school works list into a deliverable project

CIF preparation and Christmas refurbishment need different decisions. Following our earlier coverage, this practical review helps school leaders establish scope, authority, budget and handover before committing to building work.

The next output is an owned project brief

A school works list is not yet a project programme. It can identify a leaking roof, an unreliable washroom and classrooms needing attention without explaining which job can safely proceed, who can approve it or what must happen before a contractor starts.

Our 21 October features examined CIF readiness and Christmas refurbishment. This continuation supplies the next decision: turn each proposed package into a brief that leaders can authorise, professional advisers can investigate and contractors can price on a common basis. It is a practical planning analysis, not a new government announcement.

The distinction is especially important now that the 2027/28 CIF round is open. A funding application and work planned for Christmas have different approval and delivery paths. Bringing them into one estate plan should improve visibility without implying that an application will fund immediate works.

  • Give each proposed package an evidenced scope, approval route and realistic delivery decision.
  • Separate an unawarded funding application from money available to commit.
  • Agree acceptance and reopening requirements before installation begins.

Give each item one explicit decision

Bring together the condition record, maintenance log, staff reports and any outstanding specialist advice. Use a building or room reference so apparently separate requests can be checked for a shared cause. A stained ceiling and damaged floor may belong to one water-ingress investigation, rather than two refurbishment orders.

For each item, decide whether immediate control, further investigation, a deliverable works package or planned deferral is appropriate. The judgement needs competent input where safety or technical uncertainty is involved. A holiday window is never a justification for leaving an immediate concern unmanaged.

The school's record should identify the consequence of failure, the evidence still missing, the decision-maker and the date by which a decision is needed. Recording uncertainty is useful. Leaving it inside an unqualified instruction to obtain quotes transfers the problem to a later and more expensive stage.

Describe the outcome before requesting the price

An outline brief should explain the problem, intended improvement, affected area, constraints and information available. A classroom refresh might aim to restore a dry, usable teaching space. The scope must then establish what investigation and work are required to achieve that outcome, including anything excluded.

DfE's project guidance connects preliminary investigation, options, scope, skills and delivery. It also asks organisations to consider the continuing operation and maintenance of new assets. This supports a whole-project view, rather than buying an isolated installation without an owner for its use afterwards.2

For a local planning exercise, record the preferred option and the alternatives considered. A competent assessment might support repair, replacement or further investigation. Do not prejudge that answer from photographs or an editorial checklist. Specify how the completed work will be checked, what documents are required and who will accept it.

Keep the funding application and delivery programme separate

The CIF application deadline is midday on 15 December 2026. DfE advises applicants to begin their portal application at least 14 working days beforehand to allow support with technical problems. Eligibility and suitable projects must be checked against the current guidance. These are application arrangements, not a promise of funding or a Christmas construction timetable.1

A school should identify whether its project depends on an award that has not been made, an approved existing budget or another confirmed route. Do not put anticipated grant income into the committed works budget. Keep surveys and bid preparation distinct from authority to commission the project itself.

For work proceeding from available funds, establish the full expected cost and the approving body. Include the professional services, enabling work, testing and operational arrangements relevant to the project. State any contingency assumptions. A headline contractor price can be difficult to interpret if different quotes exclude different parts of the same task.

Test the real calendar before promising Christmas delivery

Start from the school's actual site availability. Holiday clubs, lettings, staff preparation and community use may reduce access. Work backwards from the date rooms must be ready, allowing for investigation, decisions, procurement, material availability, installation and the checks needed before occupation.

Ask the competent delivery team which dependencies determine the finish date. An item being available for order does not establish a delivery date. A contractor's possible start date does not establish that design, permissions or site information are ready. Record what has been confirmed and what remains provisional.

If the programme cannot accommodate a necessary activity, reconsider the scope or delivery window. A smaller completed package may be preferable to several unfinished rooms. The choice needs a documented assessment of disruption, interim protection and cost, rather than a general commitment that everything must happen over the holiday.

Know who controls the work and who can approve changes

HSE states that commercial clients must make suitable project arrangements, provide time and resources and appoint capable dutyholders. Projects involving more than one contractor require principal designer and principal contractor appointments. Those duties are distinct from the separate test for notifying HSE.3

The responsible body should establish its own duties and obtain competent advice where necessary. A contractor appointment does not automatically transfer every client responsibility. Keep the named school contact, technical lead, approval authority and escalation route visible to everyone involved.

For proposed changes during the work, agree who can assess the consequence and authorise additional expenditure. A hidden defect may require a technical decision, a cost change and a different programme. Record all three. Staff should not feel obliged to approve an unfamiliar technical variation because the holiday is ending.

Buy the missing expertise with a defined deliverable

A building surveyor may help investigate condition and prioritise a work package. An architect or building services engineer may be needed for design. Cost, procurement and project-management expertise may support different stages. Choose the role against the gap in the school team rather than treating all professional support as interchangeable.

The appointment brief should identify the question to be answered, required competence, deliverables, exclusions and dependencies. Ask how options will be assessed and how advice will be presented to non-specialist leaders. Clarify any relationship with contractors or products being proposed and assess it within the organisation's procurement arrangements.

A useful output might be an evidenced scope, costed options or a coordinated delivery plan. These are examples of possible commissions, not mandatory appointments for every repair. Agree how a recommendation becomes an authorised decision, and retain enough evidence for the responsible body to understand the reasoning.

Define January readiness before the first contractor arrives

Agree the acceptance checks while defining the works. Depending on the project, these may concern operation, relevant certification, cleaning, access, staff instruction and unresolved defects. The competent project team should identify what is necessary for safe use. A completion date alone does not establish that a room is ready for teaching.

Distinguish a minor snag that can be managed from an issue preventing occupation or operation. Name who can make that judgement and what happens if the planned handover is not achieved. Any contingency should reflect actual available space and the needs of pupils and staff.

After reopening, schedule a proportionate review of whether the intended improvement has been delivered. Examine recurring faults, room availability and staff feedback against the original brief. This closes the journey from the condition concern to an outcome that can inform the next estate decision.

What evidence will establish readiness for January occupation?

What this analysis does not prove.

  • No new national requirement or funding award is reported. The suggested project review is editorial interpretation of existing guidance.
  • No building was inspected. Technical scope, legal responsibilities, permissions and safety decisions require project-specific competent advice.
  • Christmas availability varies by school. No project cost, saving or delivery date is guaranteed.

Publication is the beginning of the watch.

  • Substantive changes to DfE funding and estate guidance.
  • Documented project readiness and unresolved dependencies before works are authorised.
  • January handover and subsequent performance against the agreed scope.

Connected signalVerifiedHigh confidence

Gigabit is coming to more schools. The connection is only the beginning.

The DfE's new gigabit programme is an opportunity to close a stubborn infrastructure gap and strengthen the digital foundations schools increasingly depend on. Our analysis shows where the opportunity is greatest, what changes operationally when connectivity improves, and what school and trust leaders should be thinking about now.

Why it matters

A stronger connection is valuable because it changes what a school can reliably depend on. The opportunity is not simply faster internet.
