Guide / Establish your position
Check the energy obligations that belong to your school or group
Larger independent schools and groups may have energy assessment and reporting obligations alongside their supply contracts. Establish the legal scope, current phase and responsible people before adding compliance support to an adviser brief.
Make a scope decision for the actual entity
Start with the school’s legal structure, group relationships, accounting period and relevant size information. Ask the finance lead and appropriate professional adviser to record which duties apply, the evidence used and the review date. School names, charity status and a single site’s energy bill are insufficient to decide every scheme’s scope.
Keep Energy Savings Opportunity Scheme assessments, Streamlined Energy and Carbon Reporting and the ordinary management of a supply contract as separate workstreams. Shared meter and consumption records can support them, but their legal tests, reporting boundaries and sign-off requirements differ. Assign an accountable school owner to each applicable obligation.
Separate the two December 2026 ESOS checks
For relevant organisations that qualified for ESOS phase 3, the second action-plan progress update is due by 5 December 2026. Check the responsible undertaking, previous notification and action-plan records, the measures implemented and the required director or equivalent sign-off. Use the current Environment Agency guidance and MESOS process.
Phase 4 qualification is assessed at 31 December 2026; its notification-of-compliance deadline is 5 December 2027. These dates describe different tasks. Phase 4 can apply to large UK undertakings, not-for-profit bodies and qualifying corporate groups. The published test includes employing at least 250 people, or turnover above £44 million together with a balance-sheet total above £38 million.
Apply the detailed rules on employees, accounts, group participation and any exemption. Do not substitute a school’s payroll full-time-equivalent figure without checking the relevant definition. Ask for the written basis of any public-sector or other exemption. The school’s procurement-status analysis is not a substitute for the scheme’s own scope assessment.
Specify the right ESOS support where needed
Phase 4 removes DECs and Green Deal assessments as alternative compliance routes. Its requirements also address progress against action-plan commitments and explanations for commitments not met. Confirm the current permitted compliance route and the need for a registered lead assessor or other required competence. A general site visit should have its purpose and limitations stated.
If an adviser offers ESOS support, obtain a separate description of the assessment, data boundary, responsible undertaking, assessor, reporting deliverables and sign-off responsibilities. Keep implementation actions and evidence of savings accessible to the school. The provider can assist with the work; its appointment does not transfer every statutory responsibility.
Keep SECR separate from ESOS
SECR applies to specified companies and limited liability partnerships, including qualifying large unquoted companies. A charitable company can be within scope. Ask the accountant to confirm the applicable size, group and exemption rules for the reporting year, including any relevant low-energy-use provisions. An ESOS scope result does not automatically settle SECR.
Where reporting applies, agree the energy and emissions boundary, data sources, calculation method, suitable intensity measure and explanation of energy-efficiency activity. Keep the reporting evidence with the accounts process. Voluntary environmental reporting should be labelled clearly and should not be presented as confirmation that mandatory reporting has been completed.
Connect the obligation to the buying file
Use a short register showing the applicable duty, responsible entity, next date, school owner, external support and evidence location. Include current reporting needs in the data-access and continuing-service specification. Review the register after a group or operational change and at the school’s planned governance review.
The next action is a documented scope check with finance and the appropriate specialist. This guide is a buying-programme prompt, not a complete compliance manual or a determination of an individual school’s legal position. Keep the full current guidance and professional conclusions behind the school’s recorded decision.
